South Sudan Army General Declares ‘National Uprising’ Against Government

South Sudan is facing renewed political uncertainty after a senior military figure and former diplomat announced the formation of a new opposition movement aimed at removing President Salva Kiir from power. In a dramatic declaration dated 28 December 2025, General Wilson Deng Kuoirot, a former deputy chief of staff for operations in the South Sudan People’s Defence Forces (SSPDF), publicly called for a “national uprising” against the government in Juba.
The announcement marks one of the most serious challenges to President Kiir’s leadership in recent years, coming from within the heart of the country’s military and political establishment. Gen. Kuoirot accused the government of economic collapse, insecurity, corruption, and the deliberate failure of governance, arguing that the state has lost its legitimacy.
Formation of the National Uprising Movement
In his declaration, Gen. Kuoirot announced the formation of the National Uprising Movement (NUM), which he says aims to dismantle what he describes as South Sudan’s failed “First Republic,” covering the period from independence in 2011 to 2025.
According to the document, the movement seeks to replace the current political system with an interim civilian-led administration that would stabilize the country, reform state institutions, and organize democratic elections within two years.
Accusations Against the Kiir Administration
The declaration accuses President Kiir’s administration of presiding over economic collapse, widespread insecurity, and the erosion of state authority. Gen. Kuoirot claims the government has failed to protect citizens or provide basic services.
“The regime in Juba is the source of armament for communities. It encourages tribal militias to raid each other,” the declaration states.
The document further claims that the government has forfeited its sovereign responsibility to control the use of force within the country.
Expired Transitional Government
Gen. Kuoirot argues that the transitional government formed under the 2018 Revitalized Peace Agreement has overstayed its mandate, which he says legally expired in 2022.
He accuses the political leadership of repeatedly extending the transition without holding elections, calling it a betrayal of the peace agreement and the South Sudanese people.
Proposal for an Interim Civilian Administration
As an alternative to the current government, the National Uprising Movement proposes the establishment of an interim administration led by civilian technocrats rather than politicians or military figures.

Peaceful Transition or Armed Uprising
While calling for the peaceful resignation of President Salva Kiir and First Vice-President Riek Machar, the document warns that armed resistance would be unavoidable if they refuse.
“There is no other way to topple the Juba dictator except through an armed intifada,” the declaration reads.
The movement also offers both leaders immunity from prosecution should they step aside voluntarily to allow a democratic transition.
Internal Political Fallout
Gen. Kuoirot’s defection is significant as he hails from Jonglei State, traditionally considered a stronghold of President Kiir’s support base.
Analysts say his move, alongside the defection of veteran politician Nhial Deng Nhial, signals growing dissatisfaction within the ruling elite.
Unverified Support and Government Silence
Media outlets, including Radio Tamazuj, have not independently verified the level of support for the new movement or the whereabouts of Gen. Kuoirot.
There was no immediate response from the government in Juba at the time of publication.
